Ardmore Roderick (AR) is seeking a Yard & Shop Construction Oversight Manager (COM) to join our Rail and Transit team. This position will report directly to the Rail and Transit Group Manager. Work location is a field assignment as a key person on the Program Management Consultant (PMC) team managing a major design-bid-build (DBB) project within Chicago and involves a combination of field office work and site visits. This position will serve as Ardmore Roderick’s lead representative for all Yard & Shop construction oversight responsibilities of the PMC related to the assigned project. The Yard & Shop COM must understand and interpret the associated DBB contract including specifications, project drawings, shop drawings, processes, and procedures and be capable of reviewing and preparing responses to Contractor and/or third-party submittals and correspondence.

Experience directly relatable to Rail and Transit Design-Bid-Build construction projects is beneficial.

POSITION FUNCTIONS, DUTIES, AND RESPONSIBILITIES:

· Manage each stage of the project to ensure that all contractual Yard & Shop commitments are met on time and within budget.

· Identify the necessary resources required for the execution of Yard & Shop work on the DBB project through completion.

· Review DBB documents to confirm project deliverables, analyze work plans, schedules and budgets for all project stages, and oversee the Construction Manager during Yard & Shop installation and testing for the duration of the project.

· Oversight of scope, schedule, budget, quality, safety, and change management with the goal of producing a functional and financially viable Yard & Shop installation to the required quality.

· Attend and participate in regular progress and Yard & Shop coordination meetings internal to the project team as well as client facing meetings to exchange information and resolve issues or concerns.

· Maintain a good understanding of the project scope to identify scope creep and ensure the change management process is initiated.

· When scope changes occur, monitor and assist CM in negotiating solutions to ensure outcomes meet client expectations and contractual obligations.

· Ensure that the CM provides timely internal and external communication throughout all project phases, including developing and maintaining meeting minutes, progress records, and follow up on action items.

· Participate in monthly project reviews to review project status, budget, work plan, schedule and risks.

· Ensure that all Yard & Shop close-out documents are submitted and forwarded to appropriate parties upon completion of the project.

Minimum Qualifications:

· Bachelor’s Degree + 7 years of relevant experience in delivery of Rail Yards and Maintenance Shops for rail and transit projects.

· Strong technical knowledge and 6+ years of experience in US transit rail projects with various project delivery methods such as Design-Build or Design-Bid-Build.

· Professional Engineer designation or PMP certification

Preferred Qualifications:

· 10 years or more of relevant experience in United States public rail and transit industry.

· Known to public transit clients in Chicago, IL. (i.e. Chicago Transit Authority and Metra)

· Proven technical and non-technical leadership and communication skills while representing the program management team in front of external clients such as contractors, subcontractors, agencies, and government representatives and understanding the sensitivities of those interactions.

· Experience in rail vehicle maintenance facilities including technical reviews, vehicle integration, testing and commissioning.

· Knowledge of O&M environments within transit agencies.

· Familiar with other disciplines typically requiring coordination with Yard & Shop design and installation such as Architectural, Structural, Civil, Electrical, and Mechanical.

· Familiar with non-technical disciplines typically requiring support from Yard & Shop representative within projects such as procurement, security and safety assurance, quality management, and others.

· Able to work with minimum supervision.

· Excellent communication, organizational and team skills.

· Strong problem identification and problem resolution skills.

KNOWLEDGE, SKILLS, AND ABILITIES

· The Yard & Shop Oversight Manager is Safety and Quality minded.

· Knowledge of construction documentation and project filing systems.

· Proficiency in MS Office – Excel, word, some power point experience.

· Knowledge of computer software tools. (Preferably eBuilder, Bluebeam, Primavera, and some HCSS)

· Ability to work independently and with other PMC and CM field and office staff and takes initiative to ensure that tasks and required deliverables meet PMC deadlines.

· Ability to communicate with PMC and CM project team staff and others both orally and in writing.

· Candidates must be meticulous and organized.

Additional Information:

Offered compensation will be based on location and individual qualifications. The expected range is $100,000.00 - $150,000.00.
